POLICY TITLE: GRIEVANCE POLICY

RESCINDS: SEC. 7.33

1.0 PURPOSE

To provide members a mechanism to have problems resolved in an orderly fashion.

2.0 GRIEVANCES MAY BE FILED

Grievances may be filed by one member against another member or, by a citizen against any member who is alleged to have violated policy, procedure, or orders governing the department.

3.0 COMPLAINTS TO BE RESOLVED

All efforts shall be explored to resolve grievances at the first line supervisory level. Officers at all levels of the organization are responsible for resolving problems within their scope of duties.

4.0 GRIEVANCE RESOLUTION TO FOLLOW THE CHAIN OF COMMAND

Members filing grievances are responsible for following the established chain of command. If the grievance cannot be solved the griever shall notify his/her supervisor before advancing in the chain of command.

5.0 GRIEVANCE TO BE SUBMITTED IN WRITING

If a member wishes to advance a grievance beyond the first line supervisor the grievance shall be written. Each officer in the chain of command that addresses the grievance shall record on the grievance how they attempted to resolve the grievance.

6.0 OFFICER’S REVIEW BOARD MAY BE FORMED

The Fire Chief may convene an officer’s review board to hear arguments about a grievance. The board shall have four members as follows:

a. An Officer selected by the aggrieved.

b. An Officer selected by the Chief.

c. An Officer selected by the first two board members

d. The Fire Chief, shall chair the review board.

The Fire Chief shall submit a report in writing of the conclusions after all the facts are heard. No one involved directly in the grievance shall be appointed to the review board.

7.0 FIRE CHIEF TO MAKE RECOMMENDATION

The Fire Chief shall review the report and make recommendations and may modify the findings. A final report shall be submitted by the Board of Review.

8.0 IF RECOMMENDATIONS IS NOT ACCEPTABLE

If the aggrieved feels the results are not acceptable the member may submit a written request to the Board of Commissioners to review and respond to the grievance. The Board of Commissioners’ decision shall be final and binding.
