POLICY TITLE: CHAIN OF COMMAND

1.0 PURPOSE
The purpose of this policy is to establish a chain of command for Department Members to follow.
2.0 FIRE CHIEF ASSIGNED AS CHIEF EXECUTIVE OFFICER
All personnel assigned to the Fire Department shall be under the command of the Chief Officer or the designee.
3.0 DIVISION OFFICERS RESPONSIBLE FOR DIRECTING
Members appointed to head the various divisions of the Department shall direct operations, shall maintain discipline and authority, shall be responsible for all Department property in their charge. The assigned member shall establish work methods and procedures that most effectively meet the goals and objectives of the Department. Officers shall not interfere in matters of operation for which another Officer is responsible, except in matters of safety, or by order of the Safety Officer.
4.0 MEMBERS SUBJECT TO SUPERIOR OFFICERS
All members of the Department are subject to the orders of a superior officer and to all rules, regulations, and procedures regarding the management of the Department.
5.0 PROPOSED SUGGESTIONS FOLLOW THE CHAIN OF COMMAND
Members making recommendations for changes, alterations, or improvements in the Department shall consult with and/or report in writing to their immediate Superior Officer. All such recommendations shall be forwarded to the Chief through proper channels. Members shall notify their immediate Superior Officer of all matters coming to their attention affecting the interest and welfare of the Department.
6.0 LONGEVITY DETERMINES SENIORITY OF MEMBERS
When two or more Officers or members of the same rank find themselves in a position that requires initiative action, or where no rule or regulation applies, the Senior Officer of all matters coming to their attention affecting the interest and welfare of the Department.
7.0 CHAIN OF COMMAND DESIGNATIONS
The following list is established as the Chain of Command for the Department. The assigned Department Safety Officer reports directly to the Fire Chief.
Fire Chief

Battalion Chief
Duty Chief
Captain
Duty Officer
Lieutenant
8.0 ACTING OFFICER’S RESPONSIBILITY
An Acting Officer shall be governed by the same rules and regulations as those governing a regular Officer and shall have the same responsibility and authority.
9.0 OFFICERS RESPONSIBLE FOR INTERPRETATION OF DIRECTIVES
Officers shall decide any questions of doubt on the part of subordinates relative to the interpretation of regulation or orders and in sudden emergencies to prescribe the immediate action to be taken.
10.0 MEMBERS RECEIVING CONFLICTING ORDERS
When a member receives an order which is in conflict with a previous order, the member shall inform the Officer who issued the conflicting order and shall be governed by the Officer’s instruction.
