POLICY TITLE: LIVE FIRE TRAINING

REFERENCE: NFPA 1403, 1500, WAC 296-305

1.0 PURPOSE

This policy shall be followed for planning; organizing, staffing and controlling live fire training exercises.

2.0 LIVE FIRE TRAINING CONDUCTED FOR TRAINING PURPOSES

All live fire training exercises shall be conducted for the exclusive purpose of providing skill enhancement and practical training in combating structural firefighting procedures.

3.0 FIRE CHIEF APPROVAL

The Fire Chief shall insure compliance with this policy and the District’s standard on Live Fire Training prior to authorizing the training exercise. The District’s Live Fire Training Standard shall be consistent with NFPA 1403.

4.0 LIVE FIRE TRAINING STANDARD SEQUENCE

Live Fire Training shall follow a standard procedure. The standard procedure is required to prevent property loss or damage, personal injury or incur unnecessary liability. Live fire training exercises shall include the following activities:

A. Determination that the offered structure will provide usable training.

B. Assurance that the owner is aware of the procedures used by the Department. Identify what the owner shall be required to do before the Department will accept the structure.

C. Completion of all legal documents and permits, including proof of cancellation of insurance on structure.

D. Development of training plans, schedules and mailing of notifications to the local community.

E. Determine what the practical use of the structure will be:

a. Rescue

b. Smoke Training

c. Ventilation

d. Fire Suppression

F. Construction of emergency ventilation and other safety considerations.

G. Release the site to the owner.

H. Return equipment to emergency readiness status.

I. Conduct debriefing at the next regular drill session.

5.0 LIVE FIRE TRAINING EXERCISE CHECKLIST

The Live Fire Training control checklist shall be completed and provided to the Fire Chief a minimum of 3 working days prior to the scheduled exercise. The Fire Chief shall maintain a file of all Live Fire Training exercises to include all documentation and checklists.
